Important authentically signed partly printed document, a Certificate of Satisfactory Service "James Forrestal", as Secretary of the Navy. 8" X 10", with the addition of a hand-embossed blind-stamp Seal of the United States Navy, Washington, June 9th, 1945, presented to World War II spy and close confidante of President Franklin D. Roosevelt, Captain Vincent Astor, ascertaining that the later was on active duty as a member of the United States Naval Reserve during World War II. In the quiet before the war, in 1938 Astor sailed in his private yacht to Japan on a secret civilian mission for President Franklin D. Roosevelt to gather intelligence on the Japanese naval operations around the Marshall Islands. On December 13th 1940, Astor was able to secretly access the USSR account balances in Chase Bank and began reporting to the U.S. Treasury on a weekly basis up through at least 1945. In June 1943 he was promoted to the rank of Captain in the regular Navy (effective from June 18th 1942). Excellent condition.
