First Edition of this report on the debasement of the silver coin by William Lowndes, secretary of the treasury. Lowndes was requested to investigate the state of the currency in 1695 in light of probable recoinage. The overvaluation of gold in relation to silver had resulted in the melting down or exportation of silver coins of full weight.
