Ordained priest in 1783, he was appointed bishop of Poitiers by Napoleon in 1804 and in 1809 archbishop of Malines. Victim of the conflict between Naopeon and Pius VII he was never enthroned and residing in Malines was forced to idleness. In 1812 ambassador of Napoleon in Poland, he turned to writing and politics after 1815. The Congress of Aix (Aachen) of 1818 settled the relations between post-napoleontic France and the occupying forces.
