It implements the provisions of Public Law (P.L.) 104-106, Clinger-Cohen Act of 1996 (formerly Division E, Information Technology Management Reform Act, Defense Authorization Act of 1996); the Paperwork Reduction Act of 1995 (as amended); Department of Defense Directive (DODD) 8000.1; and other related Federal laws and DOD directives. It addresses the application of knowledge management concepts and systems across the Army, the management of information as an Army resource, the technology supporting information requirements, and the resources supporting command, control, communications, and computers (C4)/IT. This regulation does not apply directly to information systems acquired under the National Foreign Intelligence Program or for operational support of intelligence and electronic warfare systems.
