The High Performance Computing Act of 1991 (HPCA) is an Act of Congress promulgated in the 102nd United States Congress as (Pub. L. 102-194) on December 9, 1991. Often referred to as the Gore Bill,[1] it was created and introduced by then Senator Al Gore, and led to the development of the National Information Infrastructure and the funding of the National Research and Education Network (NREN). The act built on prior US efforts of developing a national networking infrastructure, starting with the ARPANET in the 1960s, which laid the foundation for the modern Internet, and the funding of the National Science Foundation Network (NSFnet) in the 1980s. The renewed effort became known in popular language as building the Information superhighway. This hearing was part of the Subcommittee on Science's oversight of the high performance computing and communications program. This multiagency R&D initiative was authorized by the High Performance Computing Act of 1991. In this hearing the subcommittee reviewed the fiscal year 1995 budget request for the program and examined the rationale for the funding priorities that were assigned in the budget request. I am very pleased to serve as Conference Chair at a time when high p- formance computing (HPC) has a signi cant in uence on computer science and technology. In particular, HPC has had and will continue to have a signi cant - pact on the advanced technologies of the 'IT' revolution. The many conferences and symposiums that are held on the subject around the world are an indication of the importance of this area and the interest of the research community. One of the goals of this symposium is to provide a forum for the discussion of all aspects of HPC (from system architecture to real applications) in a more informal and personal fashion. This book reports the research carried out on the HLRB systems within the last three years and compiles the proceedings of the Third Joint HLRB and KONWIHR Result and Reviewing Workshop (3rd and 4th December 2007) in Garching. In 2000, HLRB I was the rst system in Europe that was capable of performing more than one Tera op/s or one billion oating point operations per second. In 2006 it was replaced by HLRB II. After a substantial upgrade it now achieves a peak performance of more than 62 Tera op/s. To install and operate this powerful system, LRZ had to move to its new facilities in Garching. However, the situation regarding the need for more computation cycles has not changed much since 2000. The demand for higher performance is still present, a trend that is likely to continue for the foreseeable future. Other resources like memory and disk space are currently in suf cient abundance on this new system.
