William Prynne (1600-1669) was a radical pamphleteer and lawyer, who was imprisoned in the Tower of London in the 1630s. With the aid of a friendly jailer, Prynne was able to smuggle out pamphlets. These included the present treatise, a polemic against Charles I's ship-tax, in manuscript form.
