One of Galena's famous nine generals, this native New Yorker enlisted as a first lieutenant in Company D of the 45th Illinois Volunteers in 1861, promoted to captain in 1862 and lieutenant colonel in 1864 and finally named brevet general; he fought at Fort Donelson, Shiloh and Vicksburg; in 1864 he was named military secretary on General Grant's staff, but retired for health reasons before the war's end; he served many years as the Jo Daviess County circuit clerk and later as a county judge. Immaculately penned County Circuit Clerk account in the case of "National Bank Galena Vs John Philips and Jacob Keohler," recording court costs for 13 line items such as "Ent[ering]g appearance of Pl[ainti]ff & Att[orne]y," "Ent[erin]g default & order for damages," "Sh[eri]ffs fee" and similar legal expenses, the total cost amounting to $6.80. In the blank left margin, vertically, Rowley pens "Satisfied July 21st 1870 / WR Rowley / Clk." Verso bears similar notes on a different court case, though not docketed by Rowley. An unusual and attractive item from Grant's aide-de-camp.
