Two early issues of this scarce quarterly periodical, featuring articles on Smyrna, Persia, Turkey, Egypt, and Florence Nightingale. An online search of institutional libraries cites a scatter of issues at the British Library, Essex, and Yale only; although we have located another among the David Urquhart Papers at Balliol College, Oxford. Richard Ford Foote (1827-1864) began the Review in July 1860 while resident in Constantinople, and concluded it in September 1863; he left the city the following year. In his article "Retrospect of the Twelve Months", Foote describes the achievements of his periodical and the nature of the articles included in previous and future issues. Upon Foote's death, one reviewer observed "there is not a paper in the Levant Review that is not of value to the social scholar. The Editor urged warmly the importance of developing the agricultural resources of the Ottoman Empire, [and] he was also laborious in collecting information in respect to the state of education, and to the social history of the part of the world in which he was placed" (The Social Science Review, p. 62). Articles in the present two issues include a scathing contemporary attack on the concluding paragraphs of Florence Nightingale's Notes on Nursing (pp. 81-2), in which she attempts to do away with the concepts of "men's work" and "women's work". "This", the reviewer responds, "however full of womanly feeling and piety as it it [sic] is, scarcely shews that resolute acumen which usually distinguishes the authoress's opinions: for surely Miss Nightingale must see that she has neither cut nor unravelled the knotty question of 'What is woman's work, and what is men's?' but has left it exactly where it was for that individual interpretation, which may lead a young lady into the obscene filth of the dissecting room" (p. 81). The reviewer praises Notes on Nursing in general terms as an "admirable little work", yet his stance that "there can be no other solid foundation for a general rule of action, than the general good of all if pursued by all" leads him to conclude society would "languish and decay. if all our women were formed even upon so noble a type of character as Queen Elisabeth" (pp. 81-2). Other articles in this volume include Sketches in Persia (pp. 51-7), in which the author outlines the climate, commerce, and manners of that country, and a review of John Mason's Three years in Turkey, being the Journal of a Medical Mission to the Jews (pp. 47-50). In the latter work, the reviewer alludes to his interview with the former British Ambassador to the Ottoman Empire Viscount Stratford de Redcliffe, who remarked on the importance of English physicians working to improve medical knowledge in Turkey. Foote studied medicine at St Andrew's (MD 1850 and MRCS 1850) and was appointed a "special physician" by the General Board of Health during the cholera epidemic of 1848-9, where he "rendered good service" in Cornwall and South Wales. He went on to reform the Norfolk County Asylum, and "in the spring of 1855 the British Government, at the request of the Sublime Porte, sent a small staff of surgeons to the aid of. Omar Pasha"; Foote was one of around 44 civilian doctors who served on the Trans-Caucasian front with the Turkish contingent under Omar Pasha (see Shepherd, p. 560). "He served at Eupatoria, Varna, and in Mingrelia. At the close of the Crimean war Dr. Foote married, and took up his residence at Constantinople, where he practiced as a physician. In the course of 1863 he suffered from long and serious indisposition. Mrs. Foote was seized with scarlet fever, then epidemic in Constantinople, and she died after a few days' illness. Shattered in health and broken down in spirits. Dr. Foote returned to England" but he could not shake off his "previous indisposition" and died on 17 June 1864 (obituary in The Lancet). Foote was also active in Constantinople in organizing the Local Association for the Promotion of Social Science, which included "the relief of shipping from the vexatious quarantine regulations which are in force in Turkish ports" (ibid).
