Original glossy black wrappers, with front cover title printed in silver. 22.5 cm. [3], 4 - 34pp. Scattered ink corrections to the text, presumably in the author's hand. Graham had mailed the copy to John H. James of Urbana, Ohio, stamped, addressed envelope cover tipped in at the front of the pamphlet. James penned a note on the envelope cover: "Received in this wrapper from Wm. A. Graham 18 Sept. 1866. JHJ." James' ownership signature on the title page. George Badger was briefly Secretary of the Navy under Pres. William Henry Harrison and then Pres. John Tyler. He would then serve as U.S. Senator, November 25, 1846 March 3, 1855. He was nominated for Associate Supreme Court Justice by Millard Fillmore but voting on party lines did not approve him. He never accepted secession but joined those wanting separation asserting the right to revolution. William Graham was a US Senator from November 25, 1840 March 3, 1843, Secretary of the Navy August 2, 1850 July 25, 1852, and Confederate State Senator, February 18, 1864 May 10, 1865. A number of pages are devoted to Badger's support of the Compromise while Senator and later his support of the Confederacy.
