The decision to appoint such a review team stemmed from the fact that UNDP had been supporting, over a number of years, an increasing volume of projects - now totalling over 30 designed to help governments improve their debt management, planning and related policies. Most of these projects have been executed by members of the united Nations family and have mainly been concerned with the registration and reporting of debt data. In light of the worsening debt crisis and the expectation that more resources in support of debt management would become available-from UNDP and elsewhere, UNDP decided it was necessary to take a much broader look at the needs of developing countries for assistance in this area. Similarly, it was felt desirable to review the experience of the various UN agencies and other organizations which have been providing assistance in the field of debt monitoring and debt management. This matter has recently assumed particular urgency given the increasing number of approaches which have been made to UNDP by several agencies - notably by the World Bank and UNCTAD - for core support to their activities in the area of debt management and other aspects of financial engineering. - - - 2.
