Edition originale. Sénac de Meilhan (1736-1803) rejette ici les doctrines de Necker, qui fut responsable de sa disgrâce et de…son renvoi, alors qu'il occupait le poste d'intendant général des armées. L'auteur détracteur du luxe se découvre ici comme le défenseur d'une certaine idée favorable au bien-être de la population. Notons que l'ouvrage fut très estimé lors de sa parution, et contribua à détruire l'image favorable de Necker dans l'opinion.
