Le Code Pénal Annamite, basé sur le modèle du Code Chinois, qui régissait la dynastie des Qing, se compose de deux parties dont l'une, nommée Luât en annamite et Lu en chinois, est la représentation de la loi fondamentale, et l'autre, nommée Lê en annamite et Li en chinois, que l'on peut rendre par l'expression "Règlements Supplémentaires".
