First editions, arguing that Britain was justified in stopping, searching, and confiscating cargo from neutral ships during wartime. WorldCat lists only six institutional copies of the first pamphlet. This copy is from the library of Clive Richards, although unmarked as such. Richards owned "the finest collection of Nelson lette…rs in private hands" according to The Telegraph. The first pamphlet is a translation of Johan Schlegel's treatise on the case of the Maria. In 1799 the Royal Navy stopped this Swedish ship and searched her cargo for any stores that may be intended to help the French. The judge, Sir William Scott, ruled that the British had the right to protect their national security in this way, but Schlegel argues there was insufficient cause. The second pamphlet concerns the "Rule of 1756", a British law that declared it illegal for a neutral power to carry goods on behalf of a belligerent. Stephen's treatise focuses on American ships transporting colonial French goods back to France, thereby allowing France to circumvent British blockades. This copy is the first edition but is bound with the appendix of the second edition. "According to the preface of the second edition, the appendix was also sold separately for the convenience of purchasers of the first edition" (Sabin). The third pamphlet picks up a year after Stephen's War in Disguise, by which point the American government had declared that impounding their ships, even if they were helping France, would be viewed as an act of aggression. This pamphlet argues even more fervently for Britain's right to continue their operations in light of these changes. Sabin 91246; 4549. Belligerent Rights inscribed "For Tim Williams" and with the initials T.W., pencil and ink notes in shorthand to margins, especially in War in Disguise. Binding bright, a little toning, dust-soiling, and some marginal tidemarks to contents: a very good copy.
