On wove paper with watermark 'CANSELL | 1830'. The letter - written with energy and some resentment - refers to Admiral Sir William Parker (1781-1866), who was made a Knight Co…mmander of the Order of the Bath in 1815. It is headed 'Private & Confidential' and begins: 'My dear Macdonald | In reflection I decided not to ask for the rank you suggested, because I thought it might be considered a personal favor, & not an act which conferred personal dignity on one of the King's Agents, & I detest asking for favors, especially from persons unwilling to grant them.' He continues: 'Lord Palmeston ought to see & judge himself whether or not the public service is benefitted by such rank being conferred, my own belief is that when An Agent goes amongst these Military Nations, where Military rank is alone considered, the higher the rank of the Agent the easier he can do his duty.' Nevertheless Napier will not ask, '& without asking nothing is given in England'. He continues: 'I think I was ill used in not having the 2d Order of the Bath given to me when it was given to Adl. Parker. We were colleagues on the same station, he a New Admiral, I a Brigadier General with fuller powers than he had, for when two Ministers like Asses sent our fleet to Sea where it remained at a great expense (from near 2 [?]) to the Nation I alone had the Power to call it into the Tagus, & did call it into the Tagus, on my own responsiblity, which act was approved of by the Ministry. However they gave Parker the Bath & not me, but I certainly shall not ask for it. Nor have I ever, nor shall I ever complain of not having it, & say to to you & to you alone in strict Confidence'.

See Sidney Webb's entry in the Oxford DNB, now unaccountably placed within that of his wife. From the papers of Arthur George Liddon Rogers (1864-1944), son and editor of the economist Thorold Rogers [James Edwin Thorold Rogers] (1823-1890), for information regarding whom see his entry in the Oxford DNB. The three items in good…condition, lightly aged. Each folded once. All three signed 'Sidney Webb'; the first to 'Sir', the second to 'My dear Rogers', and the third to 'Dear Rogers'. ONE: 22 September 1891. 4pp, 12mo. An interesting letter in the light of Webb's having joined the Fabian Society at the start of the year. He is honoured by the proposal contained in Rogers's letter of the previous day, inviting him to address 'the Council of the Stepney Liberal & Radical Assoc[iatio]n': 'I am in the difficulty that I have promised to consider proposals that I should stand for other constituencies and I cannot, at present, feel sure whether I should be free to stand for Stepney even if the Council approved my candidature.' He could not in any case 'give a decided answer' for around a fortnight. 'But I shall be glad to address the Council on the County Council programme, on the 20th Octr., a date which I understand will suit local convenience.' TWO: 2pp, 12mo. He is enclosing a cheque for one pount 'for Steadman's Expenses': 'I can't afford more.' He apologises for having been 'totally unable to find time to help you with a Factory Acts leaflet. If it is still undone after Mch 5, especially if I am defeated [in the 1892 London County Council elections], I will see about it.' (In the event Webb was returned as member for Deptford by a large majority.) THREE: 8 June 1893. 4pp, 12mo. 46 lines of text. Begins: 'Dear Rogers / I am sorry I spoke. No one made any complaint about you, [last word underlined twice] - quite the contrary. Nor was Norton the chief grumbler. He lists three factors that were 'spoken of': 'the absence of / (a) A telling leaflet explaining the Labor Department -' (he adds here: 'You give it 2 lines only!!') / (b) A description of the good works of the Education Dept. / (c) Do. for Local Govt. Board & Home Office.' He concedes that 'you have done the last named - after a fashion', 'But you have nothing on what has been done during the present year in any of the offices. (You must not say that nothing has been done!)'. He explains that what he is 'more interested in is the pamphlet on the whole programme'. It should be 'a 16 or 20 pp. thing, giving, say, a page to each plank in the programme, explaining the items & binding them together with some touch of principle & fire'. The pamphlet is needed 'more as a brief to speakers & M.P.s than for the million'. He ends, with characteristic self-assurance: 'Why don't you ask me to do it for you?'.

Kennedy?s inauguration inspired people all around the world, and thrilled them with the possibilities for the futureJanuary 20, 1961, was a cold and clear day, and the nation?s capital was covered with a snowfall from the previous night. This was the day John F. Kennedy, the youngest man ever to be elected president, was to be i…naugurated as the 35th president of the United States. In the 1960 campaign, Kennedy pledged ?to get this country moving again,? but his youth and vigor, and not merely policy, played key roles in his election. This inauguration marked the moment that the country?s leadership was passing to a new generation. There was electricity in the air, as nearly one million people braved the subfreezing temperatures to personally catch a glimpse of Kennedy and hear what he had to say. Schools called assemblies so students could watch on TV; most people who could stayed home or returned home for lunch to do the same. Some 38 million people watched the event, which was the first presidential inauguration broadcast in color. The very air was vibrant with anticipation. No one alive today who saw that inauguration and Inaugural address will ever forget it.Kennedy faced and would address the hard issues of the day ? the Communist threat, a nuclear arms race, racial unrest, and economic distress. Assuming office in the midst of the Cold War, he understood that his inaugural address would have to instill confidence at home and respect abroad. The Inaugural ceremony took place at the newly renovated east front of the United States Capitol. It began with a religious invocation and prayers, and then Marian Anderson sang the national anthem. Choosing a black woman to take the podium was a departure from the past, and noted as such. Following that the nation?s foremost poet, Robert Frost, his white hair blowing in the breeze, recited his poem ?The Gift Outright? ? which said ?The land was ours before we were the land?s.? This signaled the emphasis on culture that marked the Kennedy years. After that Kennedy was administered the oath of office by Chief Justice Earl Warren. Standing by him on the podium were Presidents Harry Truman and Dwight D. Eisenhower, Mrs. Jacqueline Kennedy, incoming Vice President Lyndon B. Johnson, outgoing Vice President Richard M. Nixon (whom Kennedy had beaten in the 1960 election), JFK?s parents Joseph and Rose Kennedy, and many others.Then Kennedy stepped forward to give his Inaugural Address. He started by saying we would defend human rights and liberty. ?Let the word go forth from this time and place, to friend and foe alike, that the torch has been passed to a new generation of Americans?born in this century, tempered by war, disciplined by a hard and bitter peace, proud of our ancient heritage?and unwilling to witness or permit the slow undoing of those human rights to which this Nation has always been committed, and to which we are committed today at home and around the world. Let every nation know, whether it wishes us well or ill, that we shall pay any price, bear any burden, meet any hardship, support any friend, oppose any foe, in order to assure the survival and the success of liberty.? He then promised to help the poor around the world; in this you can see the Peace Corps already forming in his mind. ?To those peoples in the huts and villages across the globe struggling to break the bonds of mass misery, we pledge our best efforts to help them help themselves, for whatever period is required?not because the Communists may be doing it, not because we seek their votes, but because it is right. If a free society cannot help the many who are poor, it cannot save the few who are rich.? He followed by promising to support the United Nations, and proposing a new alliance of nations in this hemisphere. That became the Alliance for Progress.He next addressed the Cold War and promised to defuse it. In these lines one can see the Nuclear Test Ban Treaty and the Space Program being born. Stop ratcheting up the Cold War, send a man to the man. It began here. ?So let us begin anew?remembering on both sides that civility is not a sign of weakness, and sincerity is always subject to proof. Let us never negotiate out of fear. But let us never fear to negotiate. Let both sides explore what problems unite us instead of belaboring those problems which divide us. Let both sides, for the first time, formulate serious and precise proposals for the inspection and control of arms?and bring the absolute power to destroy other nations under the absolute control of all nations. Let both sides seek to invoke the wonders of science instead of its terrors. Together let us explore the stars, conquer the deserts, eradicate disease, tap the ocean depths, and encourage the arts and commerce.??Let both sides join in creating a new endeavor,? he said, ?not a new balance of power, but a new world of law, where the strong are just and the weak secure and the peace preserved. All this will not be finished in the first 100 days. Nor will it be finished in the first 1,000 days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet.
