Born in Victoria, British Columbia, he received a Bachelor of Arts degree in 1951 from Victoria College (now the University of Victoria), a Master of Arts degree in 1953 from the University of Toronto, and a Ph.D. in 1958 from the London School of Economics. From 1955 to 1963, he held the positions of Assistant Lecturer, Lecturer, Reader and Professor at the London School of Economics. From 1963 to 1969, he was a Professor of Economics, Chairman of the Economics Department, and Dean of the School of Social Studies at the University of Essex in England. Returning to Canada, he held a brief position as a Visiting Professor at the University of British Columbia, before being appointed the Sir Edward Robert Peacock professor of economics at Queen's University in Kingston, Ontario in 1970. He was the Irving Fisher Visiting Professor at Yale University from 1979 to 1980. From 1983 to 1989, he was a Senior Economic Advisor at the C.D. Howe Institute, the economic and social think tank in Toronto. In 1989, he was appointed Professor of Economics at Simon Fraser University and is currently a Professor Emeritus. He is also a co-founder of Simon Fraser University's ACT (Adaptation to Climate Change Team), an initiative that works to assist effective adaptation to climate-related challenges through policy development and awareness-raising. Lipsey was the protagonist and protector of the doctrine of the Phillips curve, which held that a tradeoff existed between unemployment and inflation. At the 1968 American Economic Association meetings Milton Friedman countered Lipsey's arguments in what was perhaps one of the great arguments in economics. He is mostly famous for his work on the economics of the second-best, a theory of constrained optimization by government of the tax system, which he coauthored with Kelvin Lancaster, a mathematical economist of high standing. He is an Officer of the Order of Canada and a Fellow of the Royal Society of Canada and the Econometric Society. In 2005, he won the gold medal for achievement in research[1] from the Social Sciences and Humanities Research Council of Canada. He is also the author or co-author of several economics textbooks including Positive Economics, Theory of the Second Best and Economic Transformations:General Purpose Technologies and Long Term Economic Growth. The book won the 2006 Schumpeter prize for the best writing on evolutionary economics over the previous two years. He was co-author, with Gordon R. Sparks and Peter O. This poem is written in the person of Thomas Muir, the Scottish political reformer who in 1793 had been sentenced to transportation to the Australian penal colony for a period of 14 years, and is addressed to the reform-minded politician Henry Erskine, who in early 1796 had been voted out of his position as Dean of the Faculty of Advocates, an influential legal post in the Scottish system. George Hamilton imagines Muir alone and friendless in the Australian landscape: From this remote, this melancholy shore; Round whose bleak rocks incessant tempests roar; Where sullen Convicts drag the clanking chain, And desolation covers all the plain; My heart dear DEAN, with anguish turns to you. (p. 3) The sympathy shown to Erskine by Muir is of course ironic, and Hamilton clearly believes both to be charlatans: first he criticises Erskine's supposed taking 'double fees', and then he pictures Muir inviting his correspondent to join him in the Antipodes: Come to these regions, where no Despot reigns, But freedom revels in her native plains; Where the bold savage walks by nature's plan, And force upholds the sacred Rights of Man. Here heaven's own thunders scath the knotted oak, But mild the thunder to the Despot's stroke. (p. 5) And there is further scorn shown both for the native inhabitants of Australia, as a way of also scorning Muir's and Erskine's political views: Oft, as on some high rock, reclined I lie, And muse on Freedom with a watery eye; Whilst round my head, loud howling tempests roar, Some naked savage, on the distant shore, With rapid step advancing to my view, Reminds me, HENRY, of my friends and you; Of those dear friends, who join with heart and hand, To spread the flame of Freedom round the land! (p. 8) The irony of the timing of this piece, which must have been written soon after Erskine's failure to regain his position in January 1796, is that at almost exactly the same time, Muir escaped from Australia and was making his way - via a tortuous and erratic route - back to Europe. He arrived in France in late 1797, but died a little more than a year later. George Hamilton (1757-1832) was minister of Gladsmuir, and clearly a conservative-minded sceptic about reform politics: he also wrote another poem, in rather a similar vein, supposedly an epistle from the Marquis de la Fayette to George Washington (Edinburgh, 1800). The present poem seems to have been quite popular: ESTC records three different editions, but only the quarto survives in any number. Of an octavo edition, ESTC locates just two copies, both at the NLS, and likewise only two of this duodecimo, at the NLS and at Strathclyde archives. A contemporary hand has identified several of the characters referred to, especially on pp. 6-7 - where there are also printed footnotes referring to Cook's voyages. Ferguson, Bibliography of Australia, 242, recording the quarto edition only: there were several editions in 1796, all very scarce. It is amusing to find this poem quoted by Robert Hughes in his great history of early Australia, The Fatal Shore (1986), as if it really were by Muir himself, instead of being a satire on his politics by one of his enemies.

Nachdem er zunächst mit Lyrik im Geiste der Lebensphilosophie und satirischen Dramen auf sich aufmerksam gemacht hatte, nahm er um 1930 den seine Epoche spiegelnden großangelegten Romanzyklus Die guten Willens sind in Angriff. Einsichtige Auserwählte" sollten die Menschheit von Krieg und Ungerechtigkeit erlösen. Leben und Werk: Der Sohn eines Lehrers aus der Auvergne (Mittelfrankreich) studiert Philosophie und Biologie an der Sorbonne in Paris. Ab 1909 lehrt er an Schulen in Brest, Laon, Nizza und Paris.
