It follows the pattern long ago set by my predecessors. Part 1, which consists of an overview and a chapter on Africas long-term prospects, is my own work. It offers a personal view of current and emerging issues in development co-operation. The remainder, including the much valued statistical annex, is the work of the Development Co-operation Directorate, in the OECDs Secretariat. The report as a whole is issued under my sole responsibility. In its nature, it is much influenced by an awareness of donors concerns, but the views expressed are not necessarily those of the Members of the Development Assistance Committee.
