The application of various instruments and consultation with experts made it possible to identify the strengths, weaknesses, threats, and opportunities of the agricultural and innovation context, leading to the construction of their respective SWOT matrices, which show their influence on the innovation systems. A multi-stakeholder action plan was then drawn up.
