Ulrich Kühn is a nonresident scholar at the Carnegie Endowment for International Peace, and the head of the arms control and emerging technologies program at the Institute for Peace Research and Security Policy at the University of Hamburg. Previously, he was a senior research associate at the Vienna Center for Disarmament and Non-Proliferation (VCDNP)/James Martin Center for Nonproliferation Studies and a Stanton Nuclear Security Fellow with Carnegie's Nuclear Policy Program. He holds a Ph.D. (summa cum laude) in political sciences from Hamburg University, an MA in Peace Research and Security Policy from Hamburg University, and a Magister Artium in medieval and newer history as well as German literature from the Rheinische Friedrich Wilhelms University Bonn. His current research focuses on NATO-Russian relations, transatlantic security, nuclear and conventional deterrence and arms control, and the proceedings of the OSCE. Kühn worked for the German Federal Foreign Office and was awarded United Nations Fellow on Disarmament in 2011. He is the founder and a permanent member of the trilateral Deep Cuts Commission and an alumnus of the ZEIT Foundation Ebelin und Gerd Bucerius. Thirty years after the fall of the Berlin Wall, America and Russia have again returned to conflict. But this renewed confrontation did not come out of the blue. Rather, it was preceded by a long period of stagnation and a final crisis in the realm of arms control. In particular, the agreements of cooperative arms control in Europe eroded after the turn of the millennium. Why did that neatly established network of security agreements collapse? In this comprehensive and ambitious book, which is based on the author's dissertation at the University of Hamburg, Ulrich Kühn sets out to explain the decay of US-Soviet/Russian cooperative arms control in Europe over a period of more than four decades. After introducing the reader to the subject, he starts by developing a "realist model for understanding international cooperation" in chapter 2 (p. 65). From this model, he derives five indicators for the subsequent empirical study: interests, expectations, strategies, evaluation of gains and capabilities. In this volume, Ulrich Kühn traces the rise and fall of cooperative arms control in Europe from the early Helsinki days to the Russian annexation of the Crimea in 2014. Applying a multi-theory approach in order to assess the foreign and security policies of the United States and Russia, the author not only answers who is to blame for the sorry state of arms control, but he also uncovers a regime complex that has so far remained unknown and that spans across various organizations and institutions.
