Toshi Yoshihara is a Senior Fellow at the Center for Strategic and Budgetary Assessments. He was previously the inaugural John A. van Beuren Chair of Asia-Pacific Studies and a Professor of Strategy at the U.S. Naval War College. Dr. Yoshihara has also served as a visiting professor at the Fletcher School of Law and Diplomacy, Tufts University; the School of Global Policy and Strategy, University of California, San Diego; and the Strategy Department of the U.S. Air War College. He currently teaches a graduate course on seapower in the Indo-Pacific at the School of Foreign Service, Georgetown University. In 2016 he was awarded the Navy Meritorious Civilian Service Award in recognition of his scholarship on maritime and strategic affairs at the Naval War College. He holds a Ph.D. from the Fletcher School of Law and Diplomacy, Tufts University. James Holmes holds the J. C. Wylie Chair of Maritime Strategy at the Naval War College and served on the faculty of the University of Georgia School of Public and International Affairs. A former U.S. Navy surface-warfare officer, he was the last gunnery officer in history to fire a battleship's big guns in anger, during the first Gulf War in 1991. He earned the Naval War College Foundation Award in 1994, signifying the top graduate in his class. By focusing sharply on strategy, that is, on how states use doomsday weaponry for political gain, the book distinguishes itself from familiar net assessments emphasizing quantifiable factors like hardware, technical characteristics, and manpower. While the emphasis varies from chapter to chapter, contributors pay special heed to the logistical, technological, and social dimensions of strategy alongside the specifics of force structure and operations.
