Early in her career, she was a research analyst in Russian military affairs at the Center for Naval Analyses. At Georgetown University, she received a bachelor's degree in international relations in 1972, a master's degree in Russian language and linguistics in 1980 and a master's degree in government and national security studies in 1986.
