The Strategic Studies Institute (SSI) is part of the U.S. Army War College and is the strategic level study agent for issues related to national security and military strategy with empha…sis on geostrategic analysis. Studies produced by civilian and military analysts concern topics having strategic implications for the Army, the Department of Defense, and the larger national security community. Paraphrased from the Foreword by Douglas C. Lovelace, Jr., SSI's Director: Ukraine has been a pivotal actor in Eurasia since its independence in 1991. Ukraine's destiny is critical to the security of the entire post-Soviet zone, and both it and the United States always have acted on that assumption. The stated goal of Ukrainian defense policy long has been to integrate with Euro-Atlantic structures like the North Atlantic Treaty Organization (NATO), and this goal has been one of the chief objectives of the United States, as well. However, to move from rhetoric to implementation is particularly difficult where the defense reform of a post-Soviet state has been concerned. Nevertheless, in the past few years Ukraine has begun to make remarkable progress towards this goal. Mr. Leonid Polyakov's detailed study of Ukrainian-U.S. defense relations and of Ukraine's defense reforms provides a comprehensive account of these two intertwined processes with focus on the last 5 years. The author, a retired Colonel in the Army of Ukraine, is director of Military Programs at the Ukrainian Centre for Economic and Political Studies named after Olexander Razumkov (Razumkov Centre) in Kyiv, Ukraine.
