Both descriptive and historical methods are used to present the results of the research. The evolution of the U.S. Army Command Information Program from World War II until the present is treated. The issues involved in dissent by today's soldiers are presented by a review of the writings of some of the dissenters and of some six underground newspapers published during 1969-1970. The coverage of these issues by Army Digest and Commanders' Call during 1970 is determined by a type of content analysis. The conclusions are that the Command Information Program suffers from a lack of research into the attitudes of today's soldiers and that the two publications, Army Digest and Commanders' Call, do not provide sufficient coverage of the issues of dissent.
