Ness Jr. was a lawyer and a history teacher at Polytechnic Institute for many years. He was a founder of the Civil War Round Table of Baltimore, now known as the Baltimore Round Table of American Military History, he was also the author of a book, "The Regular Army on the Eve of the Civil War."
