The title of this book is not without irony, for the author makes clear that the living would have reason to envy the dead in a post-nuclear war situation. Currently fashionable scenarios for limited nuclear war become quickly appalling as one sifts through the technical details on the horrendous consequences of even a "limited attack" on the United States. As in the case of the recently published Japanese study Hiroshima and Nagasaki (reviewed in Foreign Affairs, Fall 1981, p. 201), the author assesses the economic, social and psychological damage of nuclear devastation as well as the military consequences. He is pessimistic about the speed and depth of post-attack recovery. Arthur Katz, in Life After Nuclear War, describes the consequences of such a war, based on the scientific information now available plus the use of projections. He has compiled an impressive array of tables and maps. Katz's book is as much an argument for increased preparedness as it is an argument against nuclear war. Foreword by Sen. William Proxmire. Dr. Katz had worked with the Joint Committee on Defense Production of the U. S. Congress and contributed to its report 'Economic and Social Consequences of Nuclear Attacks on the U.S.' Dr. Katz is undoubtedly correct, however, when he points out the "chain reaction" effect produced by the loss of vital supplies, transportation, energy, and skilled personnel. According to Katz, the degree of centralization that has made us such a powerful industrial nation has now become a major weakness in the age of nuclear war. It is clear that our decentralized structure a century agowith greater dispersal of our supplies and our manufacturing; with each dwelling more or less self-sufficient with regard to water, lighting, and heat; and with food supplies stored in or near each communitymight have made us better able to withstand an attack. From reading Katz's book, one may conclude that our survival could depend on returning to some degree of decentralizationwith, of course, adequate shelter. No thinking person would deny that nuclear war would be the most devastating experience the human race has known. No thinking person wants to see a nuclear war. But Katz does note that the arithmetical increase in the megatonnage of a bomb does not result in a comparable increase in the scope of damage. Will there not, then, be "islands of survival"? And is that not the real essence of the matter? When Katz criticizes the lack of planning and the failure of the government to provide shelter and various services, he raises valid concerns. The shelter program in this country is, in fact, decades delayed. But again, Katz's arguments may be interpreted as a plea for shelters, food stores, depots of medical supplies, and various programs for distributing essential items after an attack, thus implying that some will survive. He is correct in pointing out that our medical facilities are highly centralized and largely in urban areas. But there is a trend now to establish smaller medical facilities in outlying areas, and this has, to some extent, attracted physicians to these areas. This copy is believed to have been inscribed to Dr. Tom Isaacs who was the Co-Principal Investigator for the Nuclear Threat Initiative (NTI) Developing Spent Fuel Strategies (DSFS) project coordinating international cooperation on issues at the back end of the nuclear fuel cycle with emphasis on spent fuel management and disposal in Pacific Rim countries. Participants include senior nuclear officials from Japan, Korea, China, Taiwan, Canada, and the United States. Dr. Isaacs advised national nuclear waste programs on facility siting, communications, stakeholder engagement, and public trust and confidence. He has worked with the Canadian Nuclear Waste Management Organization (NWMO) for many years. Dr. Isaacs had been named as the Chair of the recently formed Experts Team to support Southern California Edison at the San Onofre Nuclear Generating Station. Previously Dr. Isaacs was a Consulting Professor at CISAC, lead advisor to the Blue Ribbon Commission on America's Nuclear Future, Member of the National Academy of Sciences Nuclear and Radiation Studies Board, Director of Planning at Lawrence Livermore National Laboratory, and long time senior executive at the Department of Energy where he led the siting of Yucca Mountain as the nation's candidate site for a geologic repository.
