With that measure, Louis XIV renounced the laws that had granted toleration to the Huguenots in France. Pufendorf denounces the revocation as an illegitimate and tyrannical act and instead advocates toleration. -- Born in Saxony in 1632, Pufendorf was renowned in Europe as one of the founding fathers of the modern theory of natural law. In fact, Of the Nature and Qualification of Religion can be understood as an application of his natural law theory to the domain of religion and church. Pufendorf argues here that, since religion is part of natural human freedom, it cannot be delegated to the sovereign. The end of civil society consists exclusively in the security of the citizens, while religion should be left to the individual. For that reason, respect for religious freedom is one of the duties of the sovereign. Interestingly, although Pufendorf supported the separation of politics and religion, he did not advocate unlimited religious liberty. Rather, he promoted toleration as a means of maintaining political stability or promoting economic prosperity. -- Of the Nature and Qualification of Religion is thus a principled, but moderate, defense of toleration. Appearing at the dawn of the Enlightenment, Pufendorfs ideas on natural law and toleration were highly influential in both Europe and the British Isles. As Simone Zurbuchen explains in the introduction, Of the Nature and Qualification of Religion is a major contribution to the history and literature of religious toleration.
