He attended Eton…College and New College, Oxford, graduating in 1951 with a first class degree in Jurisprudence from Oxford before joining the British Foreign Service. In the Foreign Service, he served in Vientiane where he worked with the US ambassador to Laos Charles W. Yost, Pretoria, and Bogotá, as well as with the Delegation to NATO in Paris. In 1967, he resigned from the Foreign Service and joined the publishers Collins, which was, at the time, run by his father-in-law. Originally intending to be a novelist, he began a career as biographer with his life of Talleyrand's lover, the Duchess of Dino. He was editor in chief at Collins from 1979 to 1980. He was chosen as official biographer of Edward VIII, for which he was later appointed CVO. Ziegler wrote for various journals and newspapers, including The Spectator, The Listener, The Times, The Daily Telegraph and History Today. In 1939, London was not merely the greatest city in the world; it was the most tempting and vulnerable target for aerial attack. For six years it was in the front line of the free world's battle. It endured the horrors of the blitz of 1940 and 1941, and the terrifying new bombs - the V2s, the V2s. Other cities suffered more intensely; no other city was so consistently under attack for so long a time. Ziegler also gives us a greater appreciation of the British capital's importance: At that time it was the greatest city in the world and the most populous, with the City of London financing more than half the world's international trade. London had previous experience of aerial warfare, during WW I, which killed only 690 people but had a great psychological impact. In WW II, there were 147,000 fatal or serious casualties in the British Isles during the whole war, 80,000 in London. Eighty thousand buildings were wrecked beyond re.
