The Best and the Brightest (1972) is a book about the origins of the Vietnam War written by journalist David Halberstam and published by Random House. The book focuses on the foreign policy crafted by academics and intellectuals who were in President John F. Kennedy's administration and on the consequences of that policy in Vietnam. The book title refers to Kennedy's "whiz kids"leaders of industry and academia brought into his administrationwhom Halberstam characterizes as insisting on "brilliant policies that defied common sense" in Vietnam, policies often implemented against the advice of career U.S. Department of State employees. David Halberstam, one of America's most brilliant and respected journalists first came to national prominence in 1962 and 1963 with his reports from Vietnam for the New York Times. these dispatches earned for him the Pulitzer Prize in 1964. Born in New York City, Mr. Halberstam graduated from Harvard where he was managing editor of the Crimson. The United States foreign policy during the presidency of John F. Kennedy from 1961 to 1963 included diplomatic and military initiatives in Western Europe, Southeast Asia, and Latin America, all conducted amid considerable Cold War tensions with the Soviet Union and its satellite states in Eastern Europe. Kennedy deployed a new generation of foreign policy experts, dubbed "the best and the brightest". In his inaugural address Kennedy encapsulated his Cold War stance: "Let us never negotiate out of fear. But let us never fear to negotiate". Kennedy's strategy of flexible response, managed by Defense Secretary Robert McNamara, was aimed to reduce the possibility of war by miscalculation. His administration resulted in the peaceful resolution of the Cuban Missile Crisis and refrained from further escalation of the Berlin Crisis of 1961. However, Kennedy's policies also led to implementing the Bay of Pigs invasion and escalation of the Vietnam War.
