Bush's administration and his war on terror. Haynes resigned as General Counsel effective March 2008. He had been General Counsel of the Department of the Army during the administration of 41st President George H.W. Bush. An unfettered, probing dialogue between Mexican and American political analysts on the complex relationship between their countries. Few nations are as closely interrelated as the United States and Mexico. Few relationships between nations are so prickly. America's inveterate problem-solving strikes Mexicans as clandestine imperialism. Mexicans are accused of ignoring the flow of drugs through their country; Americans are accused of saddling Mexico with their drug problem. Americans brood over the influx of Mexican immigrants; Mexicans worry that their culture and traditions are being diluted from the north. In alternating chapters on foreign policy, economic relations, immigration, and social influence, Robert A. Pastor and Jorge C. Castañeda offer a multifaceted view of the ties and conflicts between their countries. Robert Alan Pastor (April 10, 1947 - January 8, 2014) was a member of the National Security Council and a writer on foreign affairs. Pastor has published extensively his theories of a North American Community. Pastor's advocacy of North American integration has been the subject of heated controversy, with criticisms from the left and the right.[4] Pastor proposed a North American Community, "whose premise is that all three sovereign countries benefit when each of the countries makes progress, and all suffer when one fails". He distinguishes this community from a "North American Union" as being, "composed of three sovereign governments that seek to strengthen bonds of cooperation. Jorge Castañeda Gutman (born May 24, 1953) is a Mexican politician and academic who served as Secretary of Foreign Affairs (2000-2003). He also authored more than a dozen books, including a biography of Che Guevara, and he regularly contributes to newspapers such as Reforma (Mexico), El País (Spain), Los Angeles Times (USA) and Newsweek magazine. On March 25, 2004, Castañeda officially announced his presidential campaign by means of a prime-time campaign advertisement carried in all major Mexican television stations. Castañeda presented himself as an independent "citizens' candidate", a move contrary to Mexico's electoral law that gives registered parties alone the right to nominate candidates for election. In 2004 Castañeda started to seek Court authorization to run in the country's 2006 presidential election without the endorsement of any of the registered political parties. In August 2005 the Supreme Court ruled against Castañeda's appeal. The ruling essentially put an end to Castañeda's bid to run as an independent candidate; however, soon after this ruling he took his case to the Inter-American Court of Human Rights in order to defend his political rights; as of 2008, the case is pending before the IACHR.
