Meanwhile, the U.S. government must continue to emphasize the importance of MPC&A as a nonproliferation imperative at the highest political levels in Russia in order to achieve the final goal of ensuring that MPC&A systems are in place and operating effectively at all locations and are supported financially by the Russian government. The management challenge in orchestrating a multitude of DOE headquarters, laboratory, and contractor personnel at about 50 sites in Russia is daunting. Steps are needed to maximize the return on U.S. expenditures, to reduce redundancy while ensuring adequate oversight, and to provide additional work incentives that will attract highly qualified specialists from the United States and Russia to participate in the protection, control, and accountability of direct-use material (MPC&A) program. From a posting found on the Internet: Nuclear weapons are primarily made of fissile materials like Uranium-235 and Plutonium-239, combined with conventional high explosives, and encased in specialized materials and a steel or titanium shell. Thermonuclear weapons (hydrogen bombs) also include isotopes of hydrogen and other compounds. The core materials used to create the explosive yield include:Uranium-235: This specific, rare isotope of uranium is used in both "gun-type" atomic bombs and modern warheads. Natural uranium must be highly enriched to a very high percentage of U-235 to become weapons-grade. Plutonium-239: This man-made element is produced by irradiating uranium in a nuclear reactor. It is highly radioactive. Deuterium and Tritium: These are heavier isotopes of hydrogen, used as a "booster" in advanced fission bombs and as a fuel for the fusion process. Lithium-6: In some weapon concepts, deuterium and tritium are stored in a solid chemical compound called Lithium-6 deuteride. When the bomb goes off, neutron bombardment of this lithium creates the tritium needed for the fusion reaction. In addition to the nuclear materials, a warhead contains other physical components:Conventional Explosives: Shaped charges of high explosives surround the core (or "pit"). They detonate inwards, compressing the nuclear material to a dense "critical mass" to start the rapid chain reaction. Neutron Initiator: A small component made of materials that releases a burst of neutrons at the exact right microsecond to kickstart the nuclear chain reaction. Casing: The entire mechanism is encased in a rigid shell, historically made of steel, aluminum, or aerospace-grade titanium, to direct the force of the detonation.
