A handbook for scholars, students, policy makers, journalists, and activists, Nuclear Wastelands provides concise histories of the development of nuclear weapons programs of every declared and de facto nuclear weapons power, as well as detailed surveys of the health and environmental effects of this development both in these countries and in non-nuclear nations involved in nuclear weapons testing and uranium mining. The world is burdened with thousands of unwanted nuclear devices and mounting surpluses of weapons-grade plutonium and enriched uranium. In addition, the process of weapons production and testing has left many lands, aquifers, rivers, lakes, and seas contaminated by a multitude of weapons-related poisons. This book follows the production process step by step and country by country from uranium mining to the final assembly and storage of weapons, analyzing the potential hazards of each step and compiling the most complete information available on the actual health and environmental effects, in each country involved. Nuclear Wastelands includes a wealth of information, particularly on the nuclear weapons program of the former Soviet Union. It features critical analyses of official communications concerning the health and environmental consequences of nuclear weapons production. On 25 July, 1995, IPPNW and IEER (Institute for Energy and Environmental Research) jointly launched "Nuclear Wastelands" at the National Press Club News Conference in Washington, D.C. "Nuclear Wastelands" is the last of the series of publications following "Radioactive Heaven and Earth" and "Plutonium: Deadly Gold of the Nuclear Age." This new publication is a comprehensive 666-page global guide to nuclear weapons production and its health and environmental effects. "Nuclear Wastelands" emphasizes the destruction that has occurred even before detonation. It will serve as scientific evidence speaking for the urgent need for global action to eliminate nuclear weapons. PRINCIPAL RECOMMENDATIONS : 1. End secrecy surrounding issues related to health and environmental protection. At the end of the Cold War, there is no justification for keeping any information on nuclear weapons production secret except design data. Ending secrecy is not only essential for reconstructing the damage that has been done in the past, but also for verification and materials accounting goals that are central to non- proliferation efforts. 2. Stop production of all weapons-usable fissile material. The world has an immense surplus of plutonium and highly enriched uranium. Nonproliferation and disarmament goals as well as health, environmental, and waste disposal concerns necessitate halting production. 3. Identify, monitor, and assist exposed populations. Greater efforts are needed to identify exposed populations, assess the extent of their exposures, and provide them with health monitoring and related assistance. 4. Separate all nuclear warheads from their delivery vehicles and store the warheads in a criticality-safe manner. 5. Treat plutonium as a hazardous waste material rather that as a resource. Disposal techniques compatible with this policy should be used. 6. Pay special attention and compensation to non-weapon states or territories that are suffering adverse consequences. Many uranium mining and nuclear sites are in areas that belong traditionally to tribal peoples or oppressed minorities. Many weapons production sites in nuclear weapon states are located on or near tribal lands. 7. Fully involve the public in cleanup and waste management decisions. 8. Establish radiation standards that protect public health even in the face of uncertainty. It is a fundamental principle that public health should be protected despite uncertainties over low-level radiation exposure risks. 9. Re-examine the concept of nuclear deterrence in view of its role in the health and environmental damage hat has been caused in the name of national security and in view of its effect of promoting nuclear ambitions and arsenals. The historical review in the book indicate that the doctrine of deterrence has contributed to a dynamic that has provided an impetus to the growth of the number of nuclear powers over the last half century. The doctrine should be critically re-examined in light of its potential to contribute to proliferation.
