Schake (born 1962) is the Deputy-Director General of the International Institute for Strategic Studies. She has held several high positions in the U.S. Defense and State Departments and on the National Security Council. She was a foreign-policy adviser to the McCain-Palin 2008 presidential campaign. Schake is a contributing writer at The Atlantic. Judith S. Yaphe is a senior research professor in the Institute for National Strategic Studies at the National Defense University, where she specializes in Middle Eastern political analysis. Dr. Yaphe has been both an officer in residence at the Center for the Study of Intelligence and an analyst on Middle East affairs for the U.S. Government. This essay begins with the assumption that Iran is intent on acquiring nuclear weapons and the long-range missile systems needed for their delivery. The assumption is based on documented evidence of Iranian efforts to acquire the elements essential for development of a nuclear program and on Iranian leaders' expressed interest in regional power projection based on weapons of mass destruction. This analysis does not attempt to determine whether Iran possesses nuclear weapons now or how long it might take to acquire them, both of which are important questions whose answers have significant consequences for the security of the United States. Instead,we focus on the approaches that policymakers have taken or could still take to avert or to slow this development, and we examine the potential impact on national interests, particularly on U.S. nonproliferation strategy, when Iran becomes a nuclear weapons state.

Judith Yaphe is an adjunct professor in the Elliott School and Senior Research Fellow and Middle East Project Director in the Institute for National Strategic Studies (INSS) at the National Defense University in Washington, DC. Before joining INSS in 1995, Dr. Yaphe served for 20 years as a senior analyst on Middle Eastern and Persian Gulf issues in the Office of Near Eastern and South Asian Analysis, Directorate of Intelligence, CIA. She specializes in Iraq, Iran, Arabian/Persian Gulf security issues, and Political Islam/Islamic extremism. Yaphe received the B.A. with Honors in History from Moravian College and the Ph.D. in Middle Eastern History from the University of Illinois. Beyond 9/11 and its aftermath, other developments have loomed large. on the political side, the Palestinians held elections in January 2005, and in Iran, conservatives won the majority seats in Majles elections in 2004 and also won the presidential election in 2005, giving them control of all branches of the government.
