William Windham, delivered in the House of Commons on 13th June 1809, discussing Lord Erskine's Bill for the "more effectual prevention of cruelty towards animals". This bill was accepted in the House of Lords, but had, at first, opposition in the House of Commons. Windham argues in this speech that this bill is incompatible with fox hunting and horse racing. Long ALS, 56 lines on 3pp, 4to, docket title: 'War Office. Mr Windham relating to the unfriendly disposition of the Governor & loss of the 'Regent & Perchais'. Folded for posting, sl. splitting at central fold, otherwise v.g. The Rt. Hon. William Windham of Felbrigg Hall, Norfolk, 1750-1810, Whig statesman and at this time in Pitt's government as Secretary at War. He is writing to John Le Couteur, 1760-1855, who had been made Brigadier of the Jersey Militia in 1793, and charged by Windham with maintaining confidential contacts between the British government and French royalists. Although a Whig, Windham supported Pitt and the French royalists and took the position that there could not be peace with France without a decisive defeat of French forces. Here, he is responding to Le Couteur's letter complaining about the 'unfriendly disposition' of the Jersey Governor, Field Marshall Sir George Howard, 1718-1796. There is also a problem with the post since 'Mr Dumaresque came over', with vessels battling to land at Jersey, restricting the supply of arms, a report of which Windham is eager to receive. Windham also laments the loss of ships and 'the brave men who have shared their fate.' John Le Couteur had married Marie Dumaresque in 1793.
