The term "white slave traffic" was a moral panic-inducing phrase, alluding to the gravity of chattel slavery to emphasise the severity of commercial sexual exploitation. The issue was covered extensively in the press, and films like The Inside of the White Slave Traffic (1913) and Traffic in Souls (1913) were produced, purporting to expose the workings of an organised trade, though often with a sensationalist or "sleazy" tone. The U.K. was a signatory to the International Convention for the Suppression of the White Slave Traffic [1910], and in 1912 a key piece of anti-trafficking legislation, The Criminal Law Amendment Act was passed. It is assumed that the segregated meetings, the women's one organised by the Mothers' Union, the men's by the Church of England Men's Society, were so that women's sensibilities were not offended and perhaps a sanitised version of the debate was reserved for them.
