Die Tagung beschäftigte sich also im Wesentlichen mit der Entwicklung der traditionellen, historisch gewachsenen, selbstverwalteten, vom Staat respektierten, im Laufe der Geschichte mal mehr oder weniger autonomen Milieus in den letzten rund 60 Jahren, mit dem Schwerpunkt auf den Zäsuren des Kriegsendes 1944/45 und der politischen Wende 1989/90.
