Der lokale Diskurs wird als ein Kampf um Deutungshoheit verstanden. Macht ist somit als diskursives Produkt Gegenstand der Untersuchung. Theoretisch wird dies aus der Konzeptdebatte um 'Zivilgesellschaft' abgeleitet und mit methodisch mit Ansätzen der politikwissenschaftlichen Diskursanalyse operationalisiert. Als dominante, die Notwendigkeit eines 'starken Staates' hervorhebende Diskursmuster können die Drogenszene als 'Angstraum' und der verängstigte, symbolisch entmachtete Bürger herausgearbeitet werden.
