Es entstand wahrend des Aufenthalts von Herrn Sun Ji Rong von der Chengdu University of Science and Technology, Volksrepublik China, als Gastwissenschaftler im Fachgebiet 'Elektrische Anlagen und Netze' der Universitat Duisburg. Die moderne Netzleittechnik behandelt mittels ProzeBrechnern bereits viele Betriebsaufgaben, die friiher von Menschen mit Verstand und Kenntnis des Netzes gelost wurden. Das hat zur F olge, daB moderne Netzleittechnik weder verstanden noch entworfen werden kann, ohne die Betriebsaufgaben im Detail zu kennen.
