The case of the Greek-Turkish cross-border region is becoming more interesting than other cross-border regions, since Greece is a member of EU from 1981 and Turkey is a candidate member since 2005, that is to say the cross-border area in between these countries consists of the external borders of the EU with a potential member state of EU. Furthermore, the region of Thrace (Western Thrace for Greece and Eastern Thrace for Turkey) not only consists of an important region in geopolitical terms for both of the countries, but also the current situation of cross-border cooperation in this particular region represents and in to some extend explains with the most concrete way the prevailed situation of cross-border cooperation in the whole cross-border area of Greece and Turkey, including the border region of the Aegean Sea with coastal Turkey, the sea borders between these countries. Namely, it is indicative that the region of Thrace participated in Interreg IIIA but was excluded in Interreg IV, fact that complexes the cross-border cooperation and will be analyzed in detail in the following chapters. Before analyzing the case of Thrace, it is essential to mention that Greece and Turkey have long history of conflict, which goes back to the dissolution of Ottoman Empire and the formation of the Greek independent state. Currently, there is no military conflict but there are still political matters that are questioned form the one or the other side. The disputable sea borders, the air space, the FIR of Athens and the minorities in both of the countries are some o-border cooperation in a successful way. One of the treaties signed after the war was the Treaty of Sevres on 10th of August in1920, which was indisputably concerned as a victory of Greek diplomacy and Venizelos policies. According to Sevres Treaty East Thrace (until the borders of Constantinople) and the islands Imbros (Gökçeada) and Tenedos (Bozcaada) were ceded to Greece while at the area of Smyrna Greece had the ability of administration and the people after five years could decide- via referendum- their union with Greece or not.

Although the institutional structure of the EU is much different and undoubtedly improved from the one of the European Economic Community (EEC) the study of the initiating process, namely the EEC, is essential in order to understand what the basis of the recent EU is. Hence, the research for the initiating process of the EEC and sequentially the international context in which the EEC was formed are of great importance not only for the academic scholars but mostly for the European citizens.The concern of this study is the formation of the EEC under the International Political Economy theory (IPE), which emerged mainly after the Second World War and expanded in the decade of 70s. The cooperation of the leader European states in the formation of this institutional structure and its main task of European cooperation and adoption of common policies in order to achieve the demanded goal of economic development and prosperity is mainly based on the International Political Economy theory, since the last addresses the interaction of international relation and political economy. The first part of this study is devoted to the analysis of the International Political Economy and forms the theoretical framework of the study. Moreover, it presents the variety of the IPE and stresses its main aspects. Following, there is an introduction of the formation of the EEC and a short analysis of the political economies of the member states, which is helpful in order to have an overview of the different economies and the possible implications for the formation of the EEC. In European Union, as we know today, there are plenty of institutions and organs that serve this aim. Common Market-and its part of Internal Market- is the main tasks of European Union and the four fundamental freedoms of goods, persons, services and capital are to be ensured and encouraged within the European area. From the creation of European Community the removal of tariff barriers was essential for further integration, which easily came into force, by establishing Customs Union. The European Union in order to enhance the trade between the Member States and also to promote deeper integration adopted the harmonization policy, which simply means the approximation of all national laws that implies and confirms the supranational character that EU has (at least in some areas). Although, the harmonization policy is more secure for a supranational body, as EU is, has also disadvantages that mostly came into light from the practical experience. The New Approach Directives and the principle of Mutual recognition were adopted by the EU not only due to the weaknesses of the harmonization policy but more to eliminate these weaknesses. Following there is an attempt to examine the Old in comparison with New Approach and particularly to observe the Mutual Recognition principle and the new regulations that are being into force.
