Soft cover. Zustand: New. Rahman Sobhan was directly associated with Bangladesh liberation struggle. In this memoir, he provides an insightful, first-hand account of the challenges faced by the newly independent Bangladesh in the early years of its existence. This book attempts to capture the unique problems of reconstructing the war-devastated economy while building institutions from ground up for a nation which for 24 years had been run through a highly centralized system of colonial-style governance. Untranquil recollections gives special attention to the authors involvement, as a member of the planning Commission, in addressing the problem of reconstruction while coping with the political challenges associated with building institutions, formulating economic policies and overseeing their implementation. The narrative attempts to identify the economic and political forces that were inimical to the radical direction of the National policy set by prime Minister Sheikh mujibur Rahman. The book concludes with a discussion of the dark events leading to mujibur Rahman's assassination along with his family and his closest political colleagues, which resulted in a change in the regime.

"The terrorist attack at the heart of America on 11 September 2001 has had a profound impact on the course of world events. 9/11 Called for fresh thinking on devising a new strategy on security and cooperation among nations. There is a call from both governments as well as civil society for cooperative security, since no nation wishes to be the hostage to its nonstate actors. The present volume is the outcome of two workshops attended by a cross section of promising young researchers, eminent scholars, and professionals from Bangladesh, India, Pakistan, Nepal and Sri Lanka held in Dhaka in July and September of 2003 under the auspices of the Bangladesh Enterprise Institute (BEI). The volume includes ten chapters in total along with comments of designated discussants. Studies show that deprivation of the legitimate aspirations of people and denial of social justice, discrimination against linguistic and ethnic minorities, prolonged territorial disputes or illegal occupation of territory and control over natural resources become the breeding ground for nonstate actors who resort to violence and acts of terrorism. One way to curb interstate terrorism is by finding solutions to the existing bilateral and regional problems. An active civil society in each country could also play an important complementary role in achieving this goal." (jacket).

Report of the final 'Task Force Meeting on the Citizen's Social Charter for South Asia. "The South Asia Centre for Policy Studies (SACEPS) has commissioned a Task Force drawn from across South Asia to prepare a Citizen's Social Charter for South Asia (CSCSA). This charter, which was prepared over a period of six years, involved citizen's groups from across Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka. This is the first volume published on the CSCSA. The present volume is divided into two parts. Part I presents the CSCSA and the National Citizen's Social Charters prepared by citizen's groups in each of the above six countries. The charter documents in this volume spell out a charter of obligations for each of South Asian states to address such vital social issues as the eradication of poverty, the empowerment of women, protection of children and the elderly, environmental degradation and the development and utilisation of human resources. The various charters spell out specific plans of action, policies and programmes and the allocation of resources needed by the states to meet their obligations under the charters. Part II of the volume reviews the preparatory process involved in drafting the charters. It contains the reports of the three meetings of the Citizen's Task Force set up to prepare the CSCSA convened by SACEPS in 2002, 2003 and 2004 in Dhaka and Colombo. The reports of these meetings have spelt out the rich discussions involved in designing the CSCSA and the initiatives needed to operationalise the Citizen's Charter. The report of the final meeting of the Task Force in Dhaka in February 2004 has pointed to the need for carrying forward the work of the national citizen's groups by building up a broad constituency of citizen's groups in each country of South Asia. The CSCSA as well as the national charters published in this volume should serve as instruments for social mobilisation by citizen's groups across South Asia who remain committed to the concerns of the deprived and the excluded. The volume should provide policymakers, citizens, scholars, students as well as the development community with a better understanding of the actions needed to correct the injustices which permeate South Asian society.".

The outcomes of the privatisation policy and the performance of the state-owned enterprises in Bangladesh : A CPD Report. "In recent years the process of privatisation of State Owned Enterprises (SOEs), spanning over more than two decades, has come under increasing scrutiny of both experts and civil society in Bangladesh. Conceptual framework of privatisation of SOEs, efficacy of institutions to carry out privatisation related reforms and operationalisation of the privatisation policies have come to be questioned by both experts, and the general public. Carried out ostensibly to improve management quality and efficiency of operation, the policy of privatisation has according to many deviated from its objectives. The present volume is an attempt to assess the privatisation experience of Bangladesh from a number of important dimensions and presents an in-depth investigation into the limitations of the privatisation policy. The papers in the present volume argue that there is little evidence at hand to suggest that privatisation of SOEs has yielded significant benefits by way of enhanced output, employment, productivity, profitability, investment or innovations. Based on the insights drawn from a number of case studies, it is argued that the design and implementation of privatisation in Bangladesh was flawed to begin with, and thus encouraged the intrusion of vested interests. The papers in the volume point out that the performance of SOEs has deteriorated not only because of general degeneration in governance and deprecation in managerial capacity in the SOEs, but also because of absence of appropriate policy guidelines about their fate. The papers point out that encouragement of any major entrepreneurial initiative through SOEs is not on the card in present day Bangladesh; at the same time, indiscriminate privatisation of all SOEs, as argued by multilateral and bilateral development partners, will possibly be inimical to the interests of ordinary citizens of Bangladesh. The point is made that problems of market failure or inadequate market response, as also the crisis in governance, demand comprehensive and creative resolution. According to the authors these structural concerns, which afflict both the state and the private sector, need to be addressed within a long-term policy demarcating the role of the public and private sectors within a realistic time perspective. The central message of the present volume is that Bangladesh should move away from the present ideologically driven agenda for privatisation which seems to largely originate from external sources and should get on with the task of formulating an indigenously designed, pragmatic policy for both privatisation and SOE reform." Hardcover. Zustand: As New. The third Bangladesh-India dialogue for young leaders reaffirmed the belief that good relations between the neighbours would play a pivotal role in working for a stable and constructive environment in South Asia. The discussion sessions organised by Bangladesh Enterprise Institute (BEI) in January 2006 brought together Journalists, Academics and Members of Parliament from across the political spectrum from both the countries. This volume presents seven thematic papers, each indicative both of current problems and future opportunities between the two countries. The focus was to assess how far there is to go, in re-imaging the national, regional and global forces with which India-Bangladesh cooperation has to be juxtaposed for a genuinely cooperative relationship. The topics covered range from geo-politics of cooperation, the perceptions of foreign policy and the scope for regional and sub-regional policy initiatives, to water sharing and inter river linking to the Indo-Bangladesh border problems and security perceptions. This book will be invaluable for students and scholars of history, politics, and international relations. The volume should be also be of interest to the policy makers and other stakeholders who wish to develop insight into intricate areas of discord between Bangladesh and India and the possible resolutions suggested by the young minds.

Post-Doha negotiations in the WTO: advancing the interests of South Asian countries. 3. Towards a common investment strategy for South Asia. 4. Energy cooperation in South Asia. II. The SACEPS Dialogue Reports: 1. Kathmandu dialogue. 2. New Delhi dialogue. 3. Dhaka dialogue. 4. Lahore dialogue. "This volume is a compendium of four Task Force Reports and four Dialogue Reports prepared by the South Asia Centre for Policy Studies (SACEPS). The Task Forces were mandated by SACEPS to carry out indepth examination of the possible modalities to take forward the interests of South Asian cooperation in their respective areas. A collaborative endeavour involving many institutions and individuals of the region, the Task Forces were engaged in both research and dialogue across the region with a view to drawing in a wider constituency that was supportive of closer cooperation among the countries of South Asia. In part A, four Task Force Reports are presented. The papers explore the following key issues that SAARC countries have to consider in their move towards the establishment of a free trade area in the region: Takes into account relevant lessons for South Asia from other regional arrangements such as the ASEAN Free Trade and the Indo-Lanka Free Trade Agreement (ILFTA) Investigates factors which work for, and against a common South Asian strategy in the context of the ongoing Doha development round negotiations in the WTO, in an attempt to come up with recommendations as regards modalities in designing a common South Asian approach in the WTO. Provides a succinct analysis of the governance and other constraints to investment in South Asia and presents a number of broad strategic guidelines towards a common investment strategy for South Asian economies, emphasising the need for a more closer cooperation among the countries of South Asia in the area of investment. Examines the possibilities, barriers, approaches and framework for energy cooperation in South Asia in view of the future demand and supply scenarios in the region. Part B contains four reports prepared on the basis of deliberations at dialogues organised in Kathmandu, New Delhi, Dhaka and Lahore to discuss the findings of the Task Force Reports. The Dialogue Reports reflect the rich inputs made by the dialogue participants who included high level policymakers, experts, leaders from the civil society and representatives from other key stakeholder groups. The present volume has been published to coincide with the holding of the thirteenth SAARC Summit in Dhaka on 9-1 1 January, 2005. It is hoped that the contents of this book will be of much value to the Summit, to the SAARC Secretariat, to the officials in the SAARC member countries, to civil society across the SAARC region and to the international community who have a strong interest in the promise and possibilities of regional cooperation in South Asia.".

Soft cover. Zustand: New. At present, Bangladesh is one of the fastest growing economies in Asia, which has transition to a middle-income country, progressing significantly in terms of both development and social welfare parameters. Recognised as a multi-party democracy, Bangladesh has improved its energy and transport sectors, maintained better human development indicators than its neighbours, and lifted a substantial section of its population from abject poverty. Bangladesh at 50 traces the country history since 1971, while also commenting on the possible concerns that societal, political and institutional structures are likely to face in the future. The chapters study bangladesh's relationship with the world and with India; The role played by multilateral funding agencies and the success of two major NGO, the Grameen Bank and Brad; the development of trade and exports as well as the garment industry; issues related to the environment and Water; and islamisation and militancy, along with the role of women in society. Together, they tell the story of Bangladesh from different perspectives while recognising the fault lines created by religious extremism in a fractured Polity.
