This was published through the US Operations Mission Program Support Section, and printed by its Graphics Section. USOM was part of the US International Cooperation Administration and a forerunner to USAID. Pre-dating the US military escalation in 1965, it was produced as part of the US effort to build support for Ngo Dinh Diem's anti-Communist government in South Vietnam, by improving rural livelihoods. By 1960, the US perceived Diem to be in danger as he was prioritising support in urban areas while mismanaging his rural development programmes. Robert Schoettler (1895-1963) had been Fisheries Advisor to the US Agricultural Mission to Saigon since 1958. Here, he describes progress with efforts to motorise Vietnam's 35,000 bamboo matted / basket bottomed fishing boats. The current rate was 1,000 per year, which was tripling the amount of fish they were bringing to market, and improving living standards. On message, he states "A new era of prosperity has come to the coastal villages of Vietnam" (p4). Schoettler describes the boats, construction, problems, solutions, and the increased catches. Photos include a Master Fisherman along with boats, fishing and coastal scenes, and a close-up of the engine used. The folding sheet has a longitudinal section illustrating the motorisation method.
