Höhepunkte dieser interalliierten Kriegskonferenzen waren zweifelsohne die beiden einzigen Konferenzen aller drei Regierungsspitzen in Teheran und Jalta, wo sich Roosevelts Konzept über den Umgang mit der Sowjetunion verdeutlichen läßt. Der dominante Einfluss des französischen Rechtskreises auf die Geburt des Gerichtshofes wird besonders bei der Einrichtung der Institution des Generalanwaltes deutlich, dessen Entwicklung vom Ursprung bis zum gegenwärtigen Stand der Dinge nachgezeichnet wird. Im Sinne eines systematischen Aufbaus ist es unerlässlich, die Quellen des Gemeinschaftsrechts zu erforschen, bevor im zweiten Kapitel die unterschiedlichen Verfahrensarten vor dem EuGH erörtert werden. Nach einem Exkurs über die Sprachenregelung am Gerichtshof, die in naher Zukunft babylonische Ausmaße anzunehmen scheint, schließen sich die Ausführungen zum Generalanwalt, dem Untersuchungsgegenstand dieser Diplomarbeit, an. Seine Rechtsstellung, Aufgaben, Befugnisse und Funktionen werden im dritten Kapitel umfassend beleuchtet und Abgrenzungen zu den europäischen Richtern, denen die Generalanwälte zuarbeiten, vorgenommen. Die dem Generalanwalt obliegende Amtspflicht, das Verfassen und Vortragen der Schlussanträge, wird ausführlich im vierten Kapitel beschrieben. Sodann werden die Schlussanträge den ergangenen Urteilen gegenübergestellt. Die verschiedenen Methoden der Rechtsauslegung erläutert das Ende des vierten Kapitels, unter besonderer Berücksichtigung der für das Europarecht spezifischen finalen Auslegungsmethode. Ein ausführlicher Vergleich zwischen allen Urteilen des Jahres 2001 und den dazugehörigen Schlussanträgen findet sich im Anhang der Diplomarbeit. Hieraus erklärt sich der gewählte Untertitel für die vorliegende Arbeit: Parallelität und Divergenz zwischen Votum und Urteil . Die Frage, ob und in welchem Ausmaß der Gerichtshof dem Schlussantrag des Generalanwaltes folgt, wird im fünften Kapitel beantwortet. Im letzten findet sich das exklusive Interview mit dem deutschen Generalanwalt am EuGH Siegbert Alber, der nicht nur aus seiner Arbeitspraxis erzählt, sondern auch seine ganz persönliche Sicht auf das Amt des Generalanwaltes und des Gerichtshofes erläutert.

With the implementation of an advanced surface movement guidance and control system (A-SMGCS), the airport contributes to the precise surface guidance of aircraft to and from a runway while maintaining safe distance to each other as well as to obstacles and vehicles. The system is aimed to assist the ground controllers in managing the traffic situation on the movement area in all weather conditions. Due to advanced surveillance technology, the ground movement controllers are able to continue operations with an A-SMGCS even in low visibility conditions (e.g. due to fog) and maintaining nearly the same capacity as with no visibility restrictions.The focus of this master thesis is not on the operational and technical details of the system, which are profoundly analyzed and elaborated on by R&D projects, e.g. by the German Aerospace Center (DLR), European research projects and the industry. However, the second chapter will provide those details required to fully understand the legal and administrative aspects of an A-SMGCS.If ANSP are using a system like A- SMGCS under safety aspects, they have to undergo a licensing process according to SES-regulations and are licenced by the national supervisory authority. The airport itself is licenced by the appropriate approving authority of the federal state. For Germany¿s biggest airport, Frankfurt International Airport, it¿s the ministry of transport of Hesse, the HMWVL.
