Samuel Augustus Nunn Jr. (born September 8, 1938) is an American politician who served as a United States Senator from Georgia (1972 - 1997) as a member of the Democratic Party. After leaving Congress, Nunn co-founded the Nuclear Threat Initiative (NTI), an organization working to prevent catastrophic attacks with nuclear, biological, and chemical weapons, for which he was the co-chairman.

It is headquartered in New York City, with an additional office in Washington, D.C. Its membership, which numbers 4,900, has included senior politicians, more than a dozen secretaries of state, CIA directors, bankers, lawyers, professors, and senior media figures. The CFR meetings convene government officials, global business leaders and prominent members of the intelligence and foreign-policy community to discuss international issues. CFR publishes the bi-monthly journal Foreign Affairs, and runs the David Rockefeller Studies Program, which influences foreign policy by making recommendations to the presidential administration and diplomatic community, testifying before Congress, interacting with the media, and publishing on foreign policy issues. This Council on Foreign Relations (CFR) Independent Task Force report, A Sharper Choice on North Korea: Engaging China for a Stable Northeast Asia, finds that the United States' policy of "strategic patience" with North Korea will neither halt that country's recurring and dangerous cycle of provocation nor ensure the stability of Northeast Asia in the future. To the contrary, the Task Force warns, "If allowed to continue, current trends will predictably, progressively, and gravely threaten U.S. national security interests and those of its allies." Chaired by Mike Mullen, retired admiral and former chairman of the Joint Chiefs of Staff, and Sam Nunn, former U.S. senator and co-chairman and chief executive officer of the Nuclear Threat Initiative, the Task Force finds that "North Korea's accelerating nuclear and missile programs pose a grave and expanding threat to the territory of U.S. allies, to U.S. personnel stationed in the region, and to the continental United States." Without a shift in strategy, the group concludes, the next U.S. president may be confronted by a North Korea that has the ability to strike the U.S. homeland. Asserting that "China's policy toward the DPRK [Democratic People's Republic of Korea] will critically affect the fate of the region," the Task Force urges U.S. officials to encourage China to work with the United States, Japan and South Korea to establish a nonnuclear and unified Korean Peninsula. "Encouraging a transformation of China's policy toward North Korea should be the next administration's top priority in its relations with China," says the report. "If China, the United States, and U.S. allies can work together to pressure North Korea to abandon its nuclear program and mitigate its threatening military posture," the Task Force contends, "a stable, prosperous Northeast Asia led by China and U.S. allies can emerge." To the extent that China declines to cooperate and North Korea continues to refuse to negotiate, however, the report finds that United States will have no choice but to work with Japan and Korea to "consider more assertive military and political actions, including those that directly threaten the existence of the [North Korean] regime and its nuclear and missile capabilities." The Task Force proposes that the United States take steps to sharpen the consequences for North Korea, by imposing escalating costs on continued defiance and offering incentives for cooperation. The report offers the following recommendations for U.S. policymakers: Promote a stable and prosperous Northeast Asia. Enlist China's help and work with regional partners to jointly plan for the future of the Korean Peninsula, including planning for militarized crises, collapse scenarios, and the role of a unified Korea in Northeast Asian security. Restructure negotiations. Propose restructured negotiations that would increase incentives for North Korea's cooperation by covering a wider.

This book examines the NTI-Kazatomprom project and its significance for resucing nuclear dangers. It includes speeches from the symposium, a detailed history of the project and related news articles. The book also explains the history and related circumstances that influenced Kazakhstan's ultimate decision to abandon its nuclear program. The joint NTI-Kazatomprom project aimed to permanently eliminate nuclear fuel containing 2,900 kilograms of highly enriched uranium (HEU). This material, if it had fallen into the wrong hands, could have been used to make up to two dozen nuclear bombs. Instead, the material is being blended down to safe, non-weapons usable forms of uranium for use in commercial and scientific activities. This project was carried out in coordination with the Ministry of Energy and Mineral Resources of Kazakhstan, U.S. Department of Energy (DOE) and the International Atomic Energy Agency (IAEA). DOE is supporting Kazakhstan in decommissioning the BN-350 reactor, which required elimination of all fissile material from the reactor site. The project involved several steps: Nuclear workers in Aktau loaded onto rail cars fresh HEU fuel assemblies designed, but never used, for the BN-350 reactor. The fuel assemblies were transported to the Ulba Metallurgical Plant (UMP) in Ust-Kamenogorsk, where security upgrades had been installed to permit HEU storage. A blend-down line and additional security upgrades to allow HEU processing were designed, licensed and installed at UMP to carry out the operations. Costs of the project, approximately $2 million, were shared equally between NTI and Kazatomprom. The IAEA applied safeguards during transport, commissioning, and downblending. The Nuclear Threat Initiative (NTI) is a non-profit organization working to reduce the global threats from nuclear, biological and chemical weapons. Governed by an international Board of Directors with members from ten countries, NTI is working to reduce the spread and risk of use of weapons of mass destruction around the globe.

Also in attendance at the meeting were President Jean-Bertrand Aristide, Vice President Al Gore, Tony Lake and Leon Panetta. This meeting was followed by a press conference the same day. Photograph is signed in the border along the bottom and measures 8" x 10". A fine piece, capturing an important diplomatic victory for the Clinton Administration and former President Jimmy Carter. Operation Uphold Democracy was in response to the 1991 Haitian coup d'état, where the democratically elected President Jean-Bertrand Aristide was deposed by Army General Raoul Cédras. In 1994, a delegation led by former President Jimmy Carter, along with Senator Sam Nunn and General Colin Powell, urged Provisional President Émile Jonassaint and General Cédras to relinquish control or face an invasion by the 82nd Airborne Division. President Aristide returned to power in October 1994, with a UN peacekeeping force remaining in Haiti until 2000.
