A report on the activities of the Zemstvos and Towns Relief Committee (Zemgor), a humanitarian organization aiding Russian refugees during and after the Russian Civil War (1918-1922…). Founded in Paris in 1921 by the members of the White emigration fleeing Russia after the Bolshevik Revolution, the purpose of the organization was to "provide aid in all its manifestations to the Russian refugees, former and interned military personnel, regardless of their political affiliation." About two million individuals fled Russia during this period, most in difficult financial circumstances. Functioning as a kind of de facto "ministry of human affairs" in emigration, the Zemgor set up shelters, canteens, schools, orphanages, legal aid, and employment offices for the refugees. This annual overview provides detailed information of these activities, appended with tables of statistical information. The organization was largely funded by subsidies from the Entente countries (Russian allies in WWI) and individual donations, with fundraising activity discussed here. Headquartered in France, the organization was active wherever Russian refugees settled in significant numbers. This overview provides information on Zemgor activities in Constantinople, Yugoslavia, Bulgaria, Czechoslovakia, Germany, France, Tunisia, Poland, England, Egypt, Finland, Estonia, Latvia, Switzerland, Cyprus and Greece. As of January 2020, KVK and OCLC show the copies at Leeds, Harvard, and UNC Chapel Hill.
