En vez de concentrarse en el desarrollo académico, dicen, las escuelas debieran hacerlo más en el desarrollo personal. La mayoría de las obras que tratan sobre la conducta y la disciplina en las escuelas se fijan en los alumnos. Epp y sus colegas se fijan en las instituciones y se preguntan por el papel que las escuelas pueden desempeñar para intervenir en una sociedad violenta. La violencia en el sistema suele estar relacionada con la estandarización, la práctica pedagógica excluyente o el empleo del castigo. La deshumanización, la estratificación y el abuso que de ello resultan se describe en el Capítulo 1. El resto del libro se divide en cuatro partes. La primera comprende las reflexiones sobre aquellas actitudes y estructuras que permiten que ocurra la violencia en el sistema educativo. La segunda parte se centra en los aspectos de la violencia que producen sus efectos en determinados grupos de niños. La tercera, es una reflexión sobre el doble potencial de la escuela como lugar de cura o como lugar donde el daño continúa y, en la última parte se incluye un capítulo que describe de qué forma la violencia sistémica está enclavada en los derechos legales de las escuelas, y en cómo los tribunales consideran muchas veces que los derechos de los alumnos son algo secundario.
