Claude Denson Pepper (September 8, 1900 - May 30, 1989) was an American politician of the Democratic Party, and a spokesman for left-libe…ralism and the elderly. He represented Florida in the United States Senate from 1936 to 1951 and the Miami area in the United States House of Representatives from 1963 until 1989. After serving a single term in the Florida House of Representatives, Pepper won a 1936 special election to succeed Senator Duncan U. Fletcher. Pepper lost the 1950 Senate Democratic primary to Congressman George Smathers and returned to private legal practice the following year. In 1962, Pepper won election to a newly-created district in the United States House of Representatives. He emerged as a staunch anti-Communist and strongly criticized Cuban leader Fidel Castro. Pepper served as Chairman of the House Committee on Aging and pursued reforms to Social Security and Medicare. From 1983 to 1989, he served as Chairman of the powerful House Rules Committee. Derived from a Kirkus review: Miami Congressman Pepper, a New Deal liberal still walking tall at age 87, has had an unusual two-part career, first as a young senator and friend of FDR, then as congressional king of the elderly. Pepper gained from his upbringing in poor, rural Alabama a solid faith that government has the most power to aid the sick and poor. His oratorical talent and fidelity to the New Deal quickly captured FDR; Pepper became a party tyro, active in conventions, traveling abroad to meet Hitler before the war and Churchill and Stalin after. The book's true heart and real drama lie in the Senate years. Mildred, his now-deceased wife of 40 years, is a steady presence but not as colorful as the politicos. TNS, 1p, 8" X 10½", Washington, DC, 1969 June 30. Addressed to Richard C. Laade. Near fine. On "Congress of the United States" letterhead, Pepper agrees to a request from…an admirer. Accompanied by a fine original glossy 8½" X 6½" black-and-white news agency photograph showing then Senator Pepper on the steps of the Capitol at a political gathering. Printed caption (affixed to verso) dates this 27 June 1947, captions it "Townsendites Renew 'Assault' on Capital Hill" and describe the scene: "Townsendites, here for the 7th Annual Townsend Plan National Convention, converged on Capitol Hill this morning to urge Congress to pass the Townsend National Prosperity Plan Bill, which is now before the House for the 13th successive year. Photo shows, left to right: Senator Claude Pepper, (D) of Fla.; Dr. Francis E. Townsend, 80-year-old creator of the pension plan." The old-age pension scheme of this physician and activist (1867-1960) sprang up during the Great Depression, and while it never passed it did prove influential when Congress devised the Social Security system.

Draft of the bill co-sponsored by the Senators from West Virginia and Florida, calling for the establishment of a federal Office of War Mobilization, aimed at preventing the kind of corporate profiteering that had occured in the build-up to American entry into the First World War. A…key component of the Kilgore-Pepper bill was ensuring that the members of the War Mobilization office would be federal employees, and not working for defense contractors. The bill did not make it into law, and it was pre-empted by President Roosevelt who established the office by executive order. Folded horizontally; pencil notations on first and last leaves.
