It is part of a larger series of reprints of obscure or hard-to-find texts by Arno/New York Times. This series, titled The Puerto Rican Experience, totals over 30 books and was apparently released in the 1970's. A list of the contents of The Puerto Rican Experience Series appears at the back of this book. Arno is to be commended: they published hundreds of specialized reprints, many of which were destined to be buried, lost, inaccessible, scarce and/or outrageously priced. Furthermore, social-science spokesmen-through the main social-science associations-act not as objective scientists, but as advocates who present only those facts which serve their own causes. Contracting for Knowledge exposes such advocacy by realistically assessing the value and limitation of government-sponsored social research. Harold Orlans summarizes and evaluates evidence and expert opinion on such sensitive subjects as the politics and biases of social scientists, the politicization of social-science associations, the evaluation of government social programs, the scholar's responsibility to government, and the kinds of social research for which universities, nonprofit institutes, and other organizations are best suited. Orlans believes that the selection of knowledge by both researcher and public official is inevitably biased by ideological, political, and personal considerations and that the increased "utilization" of social science by government consists largely in the increased employment of social scientists and the adoption of measures which they favor. Harold Orlans was trained in anthropology and sociology at City College of New York, Yale University and the London School of Economics, Harold had a productive career as a scholar and writer, especially on public policy issues related to scientific research and higher education. After his first job as a reporter for the San Francisco Call Bulletin, he did alternative service as a conscientious objector during World War II, then (on a Fulbright Scholarship) studied the English new town of Stevenage. In Washington, he worked at the National Science Foundation, the Brookings Institution, and the National Academy of Public Administration, publishing scores of books and articles. He edited The Independent Scholar newsletter and is associate editor of Minerva. Based primarily upon public documents and extensive interviews with AEC officials, contractor personnel, and others knowledgeable about nuclear affairs, the study discussed then current AEC contract policies and problems, the dramatis personae, and the Commission's future role. The author's recommendations included cleared definition of technical and economic objectives, greater R&D competiton to encourage growth of a private nuclear industry, and clarification of the mission of AEC laboratories and the AEC.
