This provides a baseline for cost-estimation on war production transportation costs just prior to the U.S. entry into WWII This cancels Circular No. 5, OQMG 1929 and supplements Nos. 1 and 2 thereto. Without the assistance of the U.S. government, railroad construction between 1860 and 1900 would have been greatly curtailed. Building a railroad was an expensive venture. Private banks, fearing the railroad companies would need a long time to pay off their debts, were reluctant to loan money to the companies. To remedy the situation, Congress provided assistance to the railroad companies in the form of land grants. The land grant railroads, receiving millions of acres of public land, sold the land to make money, built their railroads, and contributed to a more rapid settlement of the West. In the end, four out of the five transcontinental railroads were built with help from the federal government. The figures shown herein have been prepared in the General Accounting Office and checked and approved by proper officials in the railroads concerns. Percentages of deductions shown herein apply between points on individual land-grans railroads only. Good. No dust jacket. Cover has some wear and soiling. Small tear at top of front spine.

On that date, the Second Continental Congress passed a resolution providing for "one Quartermaster General of the grand army and a deputy, under him, for the separate army". From 1775 to 1912, this organization was known as the Quartermaster Department. In 1912, Congress consolidated the former Subsistence, Pay, and Quartermaster Departments to create the Quartermaster Corps.
