The country is in the unique position of being an underdeveloped, wealthy, oil-rich state at the same time its political leadership propagates Arab socialism. It was in the rare position of enforcing rapid industrialization, almost from scratch and without capital constraints. Furthermore, Libya is a Muslim country and anti-communist, and while it is anti-Western, it relies on Western technology for industrializa-tion. To the long list of contradictions a few more should be added for the sake of attaining a historical perspective. Accord-ing to one author (1), Libya had at independence in 1951 not been ruled by Libyans since 900 B.C.; that is, long before the Arabs came to Libya in 642 A.D. Thus for the first time, it was possible to equate being Libyan with being Muslim Arab in a national setting. The country, whose population then numbered approxi-mately two million, became united as one nation,

It was to become a universal tool with which to view, study, and proffer solutions to almost every kind of problem in computation."
