Witold Minkiewicz (1880-1961), a Polish architect, professor at the Lwów Polytechnics and Gda?sk University of Technology. His mature style was moderate constructivism. The project was prepared somewhere in the 1930s when the area around the newly built National Museum (opened in 1938) was modernized. The actual building on the plot was finished in 1952 according to a different project.
