The current process is centered on an automated tool that solely automates the form, and does nothing to automate the other functions necessary to complete the process. This paper models the current process, from a functional viewpoint, and identifies its problems. Then a new model is created that shows how an automated evaluation system can solve the problems of the current system, improve process efficiency, and increase the effectiveness of the Officer Performance Report (OPR).
