One group defines them primarily as problems of social control; the second defines them primarily as problems of socialization. In the measures taken to solve the problems they pose, this same division manifests itself between those who define mental illness, alcoholism, and drug dependence primarily as forms of illness, to which therapeutic procedures are most appropriate, and those who view these problems as forms of deviance or delinquency, requiring a variety of legal and police controls. In the following pages we review the nature and extent of these problems and explore at some length the therapeutic procedures for dealing with them. We offer evidence for the position that they are best viewed as problems of socialization rather than as problems of social control.
